that would be a 1“ threaded quill stem. specific variations like that are rather very hard to come by in today’s time. nowadays the closest you can get to quill stems are like this:

I know you mentioned getting a different color but modern makes are pretty much only black or silver.

or you if you would like to change the setup, you can do a 1“ quill to threadless conversion, so that way you can get a wide variety of color setups. here is a combo option just as an example:

I know that stem piece may be pricey, but that is simply an example, you can get other brands offering many colors for a cheaper price.
